A useful distinction
A meeting can share updates, explore a proposal or make a decision. An agenda is clearer when it identifies which of these applies to each item. Participants can then prepare the information needed rather than arriving with different expectations.
Put it into practice
Write the item, its purpose and the relevant documents. Include time for unresolved questions. At the end, check which decisions were actually made and what remains for another meeting; discussion alone should not be recorded as unanimous approval.
